As far as I can tell, one half of the development group wanted to take it Sandbox and the other didn't. The one that didn't knew it would be an unmitigated disaster and whoever it was seems to have been proven correct.
I may be wrong about this but I think that's the gist of it.

Unfortunately, there are so many abandoned games whose content development promised to be very interesting. It is sad.

This game is not of the many dissapointments,it had an actually functional and good gameplay,not just scenes.
