You need to fail the weekly payment, then you get the choice to offer one toy as a gift to her. After that she will be able to use it.

Once you buy the smartphone you can access the map at top left. And see those juicy tower scenes
You have to visit the hospital before the map shows up. Turn left at the spot just past the flying security droid (where you normally turn right for the bar). You may need to unlock the hospital on Rayne’s desktop first.
