However the title of this page says v0.7 and there is another download link on OP which says v0.7 only.

Which version is the latest version right now? and from which link do I download it?

Looked at the changelog v .8 is a test release that disables some of game things that still work until v.7.1
Also previous saves are not compatible with 8 so is a whole change - new scenes and UI in exchange for some game mechanic and no customization.
Probably not worth to upgrade at current .8 beta stage.
