Cartageno points out above, legislation in these areas varies massively between jurisdictions (even just among states in the US).
Patreon is dependant on PayPal and Mastercard to process its payments, and Mastercard wants to continue to work everywhere from China to the UAE to Belarus to Connecticut. The payment companies enforce a high bar for acceptable content for fear of getting dinged for financing illegalities, and Patreon falls in line.
If you want to argue that Patreon
also does content moderation out of concerns for the public perception of the platform, then sure, probably. But it's not
just arbitrary censorship.
