Have you tried to launch on the lowest graphics? It might help, if not try to launch it with no software or browser tabs open, if none of these work I suggest you to buy a new processor, that's definitely the weakest point in your PC.

My pc specs are lower than his and it works just fine. It might be because his windows is in 32 bit.
