I've been re-viewing every possible scene over and over like a lunatic in hopes of triggering this guy to appear. But after an hour, I'm giving up. Im not gonna waste my time waiting for his baldy ass to appear. And fuck, I really wanna go to the glacier festival but it is what it is I guess. I'm not gonna reply the whole epilogue from the start and grind to where I last was either cause that's gonna take too much time. Maannnnnn...

Doing every scene with all possible options made tenzin appear for me at katara's place. Most scenes are with korra so try going through all of them

I figured it out, I didn't get the dildo scene. I got it and I was able to get to the carnival.
