Once everything else is done (footjob included) if you meditate with Korra (day or night, I got day) it should trigger. I think there was some something that got it, but I eventually got it.

"Tom" is one of the equalists. You'll run into him after learning from Zhu Li that they're holding a rally in the city streets. It's just a funny scene needed to advance Lin.
