I haven't decompiled the game to check the flags, but I believe you need to have let Yoghurt have a go at Korra in book 4, then when you, Korra, and Senna get lost in the blizzard there's another check with Yoghurt. If both of those are true you should be able to access the new scene. There's a chance it's JUST the blizzard check that needs to be done however; MITY wasn't really clear in the posts on Patreon.

There's no mod to alter the scene. Someone alerted the image, but no mod was ever actually made.

That is actually incorrect, the mod is at page 1410 with the standard(? I forgor) 20 comments per page displayed set. It was always a bit hard to find tho because it isn't easily searchable(iirc, it also doesn't adjust the text for it to make sense).
