It is. He's adding stuff to the epilogues when he gets inspired, but all the regular updates are done.

Have you tried changing config.console value to True in the 00console.rpy file?
Then you'd use shift + o to bring up the console, enter money = xxx??

Yes, all the chapters and the epilogue of the love route are complete, what is missing to finish is the epilogue of the slave route.

Ask Aunt Wu for a handjob after getting your future read a couple times, you might have to pay her $5 for it though.
I haven't decompiled the game to check the flags, but I believe you need to have let Yoghurt have a go at Korra in book 4, then when you, Korra, and Senna get lost in the blizzard there's another check with Yoghurt. If both of those are true you should be able to access the new scene. There's a chance it's JUST the blizzard check that needs to be done however; MITY wasn't really clear in the posts on Patreon.
