Yes.

I click on the tower and the MC says "There's nothing else here"

I've done every clickable option over and over again. Even the Mai at night option in the slave route

So I started a new game in the book 2 slave route and got to the same point you are and got stuck too. I loaded up my save from 1.1.13f into 1.0.9e (because I had that one handy and unpacked in my fet folder) and figured out what SHOULD happen next. You should be able to talk to Rei about making a strategic decision, but for some reason in the most recent version it never calls that text/event. Saving in the older version and loading into the newer version doesn't seem to have fixed it, though the "get naked" and "shave" orders options are available now. I think something in the most recent version is broken when you select "tactics" and it calling available options, and instead defaulting to "I've got nothing for you". If I knew how to actually use unRen to decompile the game to look at the underlying code I would and see what changed, but every time I try to use something to decompile the game files I get unreadable garbage.

Yes. I systematically checked every option in b2 slave v1.1.3f at that point; I could not progress. Taking that save directly from the latest version to a previous version progressed the story with Rei by allowing me to select "tactics" and "make a strategic decision". Something is broken in the latest version with that option as the only dialogue it gives is "I have nothing for you".

No one has made a walkthrough for any of the routes in years. The game is really easy and straight forward if you just read (baring a couple new bugs that prevent advancing the story in some older books).

ouch. guess it's bugged then. haven't swapped to 1.1.3 yet, and could play through bk2 slave in the previous, so yea confirmed something broke.

I was def stuck there too, i just thought that was the end of the current build.

Also side note, but I think the slave route epilogue is wayyyyy better than the love one so far.
