No you don't.
To take part in events you just need to change date on your PC to halloween or christmas.

As for skins, you need to do stuff to unlock them.
Like beating christmas event to unlock christmas skins, or beating animatronics on halloween on hardest difficulty (Insane I think?) to unlock special ones (Golden Frederika or Phoenix)

If you go into This PC Then press your storage (Mine is Windows (C: ) Then Users/Your Name (What you named your PC)/AppData/LocalLow/DefaultCompany/FNAF Then you get into the place where you can drop files.

technically, there are skins already, just not the likes you want.
There is christmas skin, Halloween Skin, extra skin.

As for Anime nights, he would need to ask creator of this game if he can use the likness, and he would need model the models himself, which would take a lot of time.
