Not sure what I done wrong then... I mean I put all my dom stats up to 20 as that was my limit but I asked her twice and did the quest twice. On top of that i'm an idiot.... Was playing till stupid o clock last night and forgot to save on the 2nd so now I can't send the file to me being stupid =/ However if I encounter it again ill upload straight away
You can only speak to Lance about the water if the quest is at stage 4, but there is no code that ever sets the quest variable to that stage.
Oh boy, looks like I locked off that part of the quest when I decided not to go through with the Kieran part this release. I'll fix that up so that it flips to stage 4 if lances intro is already complete when it normally goes to stage 3 and vice versa if it's already on stage 3 when the player completes lances intro it'll go to stage 4. Thank you for spotting that!
So when you do the quest with the 4 guys raise the level to 6 instead of 4... If you failed to do that then you will need to find the command to change it from 4 to 6... And you don't need to worry about Lance as I can change it to level 2 without even speaking to Lance just go to Nicole in the lab and there should be an option to change it from level 1 to level 2

I gave you some wrong info there, the dirty water quest stops before that section - the part where you go back to speak to Lance wasn't activated in the code in the .9.4 version. It has nothing to do with his content though, once you can go to the club with him you can dance and kiss him to trigger a scene (multiple types, dom/sub fem/male) and you can trigger the cory & lance quest for a scene with them. (You trigger this by going to his room after clearing up his headaches, it should trigger the quest) You should have info in your notes for both of them.
