He answered you before, and he says that he doesn't do the stuff you're looking for. He interpolates animations that have low fps to 60 fps, he even said he'd like to try upscaling. In other words, he doesn't do compression, if anything filesize may be bigger after adding fps and upscaling to higher resolution if the original animation have a low BPP. Moreover, reencoding and/or compression can be done very easily, just use any video transcoder software that you like. Try it out yourself, it's fairly easy to do. Oh, and rf96 said he will create a compressed archive, so wait for that if you're lazy.

I know that I mention this but there is actually very few 3d artist adding the QOS tatto its seems to be used more on 2d stuff.
