Did any one figure this out? I am having the same issue, specifically with Kasia Nord. I removed the "-" from the girl's name but that didn't work.

Make sure the folder isn't doubled. I opened one that was a named folder inside of a named folder before the correct folder structure.
the fix is making the folder and text look like the ones that work. its usualy just one thing that fucks it. for instance in the json text if the ; is off by a space the folder wont work or wont turn on correctly. then of course you have uncapatalized names, or -, and _ causing problems as well.
after all most of these folders are made by first timers because its so easy to do, so some of the folders will contain bugs
to fix the problem, you have to make correspond the two names, first in the girlpacks folder an the second in the JSON file, one of them is "Kasia" and the other is "Kaisa" change one of them to be the same as the other and let the magic work

As a note, like for the rest of the packs, I try to not limit what you put in them. So, no problem for me! (although I understand wanting to stay in line with the game's base story).
