It is NOT still being developed. Daedolon has marked it as complete to focus on Glassix 2.
The game does not have all the planned girls as it was just growing exponentially. If he had continued, not only might he have become sick of it, development would still be ongoing.
The cut girls I know of are:
Shiho, Wakana (cameo only), Miwa (nurse; am convinced her content was moved to Marylin), Kinu, Yurika (cameo only) and Penny.
The sad fact is that Shiho and Wakana were under development around the time Daedolon published a poll stating that he wants to focus on other things and that some girls would have to be cut. The patrons voted and he had to abide by their decision.
It seems that some of the cut girls weren't too large around the chest (Yurika especially). Maybe that's why the patrons voted them out.

You need to make a IncestRewriter folder in the game folder then run the bat file in that folder.

Nope, I shouldn't even be in that dialogue, and yet I got an option to talk about it.
I have a couple of questions before playing.
1) Are the Christmas, Easter, and St Patricks Day events only available on their specific day, or can you trigger them anytime after that day?
2) The wiki says that some girls were removed. Are they in this final version, or are they still gone?
3) The wiki says there are some other events planned (Valentine's day, etc.). Are they in the game?

It's been a while since I've played but I think you first need to have them visit Lily. Then also make sure to learn the "slave mode" spell
If memory serves me right, you need to get the Azeem event at the strip club. I think he grants a deal to find girls for prostitution. Then you need to have them follow you (after unlocking devils lust) to the hostel lobby at the airport to unlock a unique event for each girl. Then you can have 3 girls at a time prostitute themselves during their freetime
