I think so. Just right-click and go to Fetishes and enable. The option should show.
This I don't know. Haven't looked into what those are, so someone else will have to answer.

Yeah, not in your save file because he doesn't seem to default variables like so:
default Hobosallowed = FalseSo it won't get entered into your save unless you reach that choice where the variable is created and set.
