It takes weeks (4-6) until they arrive. In my case at least.
I can only guess what it could be. Probably your karma is too low (my's 300+) or you didn't talk to her in the store / helped her with the purchase.
You reached the day until you need to talk with Harry in the hallway?

I have 300+ karma too, yes I helped her, what do you mean for Harry ? I did the restaurant scene yes.

I talked to / helped her multiple times. Honestly I skipped their dialog during the way home, but I guess there's a key scene or something.
I helped Barbara more than 15 times. I gave 1500 dollars to Kim, but they still don't let me stay. Anyone ?

That's probably my biggest issue atm. The only way to change that is to skip until they (dis)appear.
It takes me more than 6 weeks (which I mentioned in a previous post) until they're finally home.
Don't get me wrong, I like it, but it also can be really frustrating at some point.
JT has still to deal with bugs from previous builds. I would focus on that.
