Because that would slow down the good-enough/mediocrity factory. A good animation is like 60-150 frames or maybe even more x 15-20 minutes each even on a 4090 and that's not even counting the time wasted on reworking it when it doesn't turn out right (ie dick clipping through her belly or head is a common one, as is clothes that decide to do wonky unexpected things). No animations are the only way to keep up the pace unless you like waiting 4-6 months for an update like every other dev that has those, or have the dev pay other animators to do it and then he goes broke and abandons it.
