I always wondered why no developers actually make scenes that way, with a small set of looping images that CTRL can automatically parse through to give a better non-video approximation of animation. Maybe RenPy can't handle a loop that well? You'd only need 20 or so frames to get a decent loop going without encoding it as a video. Hit an on-screen button to break out of the loop and continue, or a different button for a different position (set of looping images).
I suppose it depends on how "fast" a loop can be set for. I've never seen one that was less that a second per frame (and they all have some kind of fade function), but that could just be that — as you say — no-one's ever thought to use it for animating purposes.
Not sure of any limiting speed. If I set Skip Unseen Text and hold down CRTL, I can (for example) completely run through GH's 1st download in under a minute I think. From that perspective, it'd need something like a 1/10th second delay, which I think a non-effect transition could provide.
I've seen several games that did that, it works fine.

I can tell you , using skip text is weird for some intimate scenes as it makes it go on fast forward ; since I was doing a replay of parts up to current release version.
