I know he experimented with how long animating took with College Days and decided it was too much work for Grandma's House, but why not just make it easy and use a service like unlucid.ai or similar to animate the sex scene renders for him?

That does not matter though. You have to abide by our wants and desires for YOUR game. If only one person playing want's to see a Dutch oven, hot carl, dirty Sanchez or ass to mouth, you are required by universal degenerate law to provide these services to that limited fan base. Who cares what everyone else wants.

Short answer: Because then it wouldn't be the game the dev is making anymore.
Also: If you want animation in this game, turn "unseen text" off in preferences and hold down "cntl" when sex is happening.

I always wondered why no developers actually make scenes that way, with a small set of looping images that CTRL can automatically parse through to give a better non-video approximation of animation. Maybe RenPy can't handle a loop that well? You'd only need 20 or so frames to get a decent loop going without encoding it as a video. Hit an on-screen button to break out of the loop and continue, or a different button for a different position (set of looping images).

I suppose it depends on how "fast" a loop can be set for. I've never seen one that was less that a second per frame (and they all have some kind of fade function), but that could just be that — as you say — no-one's ever thought to use it for animating purposes.
