There's no way to say. It will update whenever someone who is a $20 patreon and is willing to share it notices and uploads it here. Asking for it or asking when it will be here is pointless.
The public release will drop on Oct 26th.
While I'm not the biggest fan of people releasing patron versions of the game, I won't be holding a grudge against anybody who does. I'm able to fully support myself through everyone who's pledged to me, so it's not a big deal. The current version seems to have no bugs.

is any older content changed in this patch? i wanna try the game but i'll prob just wait if v.04 is a better experience in general.
Yeah some of the old content has changed if you want to wait for 0.4 or you could just give 0.3.5 a try an replay it when the 0.4 public release drops.

im kinda confused didnt you have a update before like last month i thought the update before that game out i think 2 months or longer unless im mistaken

Yep, v0.3 took me 2 months to release. After realizing that's a very unsustainable and extremely stressful way to work that long with only 1 day off a week, I decided I would release monthly updates, and take every weekend off.
I posted a lengthy post regarding what would be in v0.4, how long it would take, mistakes during v0.3, etc. When I announced work had started on v0.4
