To enter the photo club, you must have a membership card. She will be given out by Parvati Patil in quest #25.

Exactly! It has been the same for the last few updates (and I'm sure as hell not starting again - too much grinding for not much action)
If you had completed all quests - (except patreon only ones) then don't bother downloading!!

I give up. I do not have a quest 25 in my log anywhere. My completed quest log skips past 25 and it's not available to be completed in my active quest list. Not sure how I glitched past it, but I did somehow.

Very strange, I think to activate the quests you need to re-complete the last part of the quest 72.
