Having a good enough power to be a candidate for pro superhero is a genetic lottery win just like having (the potential to build) a good enough physique to be a pro athlete IRL. Since this is completely derivative of my hero academia, I'll speak to that. There are basically just many people with minor powers. The MC's mom's power is to levitate small objects. The heroes are basically people who have strong enough powers to actually be used to fight crime or help those in need or whatever."Hero College".
