on which version are you on ? the latest version allow more than 20 characters to be recruited ... if u want to exceed chracter limit then use cheats

If you've downloaded the mod, go to the character customization menu (dresser), choose a character, and where it says "import," import the Chun-Li image that comes with the mod. Look for it in your files.
You can add characters by using "recruit_unit_id" ( in place of unit id you have to write the character name
