I can confirm that win11 runs just fine. Also to note to some of those confused, windows 11 version is 10.0.22000 and later, looks like you're running Win 11 22H2, which should be fine.
That the behavior changes when you unplug the charging cable makes me think you may have a dual GPU system (Intel onboard and whatever else), some systems will run onboard graphics when not plugged in (and may have other quirks in the power management settings). There's a bunch of assumptions here, but if my guess is accurate, you may be able to tell your system to only use onboard graphics for this .exe as a workaround until you're able to figure out if there's an update to the graphics settings that could fix the underlying issue.
If it's not a dual GPU, there may be other power management troubleshooting paths.
Third option, you could press Shift+G for this menu, and try some alternate settings. (i'm not certain if all of these settings work properly for this game)
