Have you checked the Hints, Requirements and Triggers on your phone? Or you could download and read the Companion Guide linked on the first page of this thread.
Yes, the hints/requirements are all there, it just doesn't happen. It's been 40 days of trying.

No, Amy's stats, which are the key to advancing her quest, cannot be adjusted with the Companion Mod. If you have just started the game, you have a LOT to accomplish before you get a chance to get on Jennifer's sailboat. If you haven't done so already, you might consider downloading and reading the Companion Guide, linked on the first page of this thread.
With in mind it's still a work in progress, things don't always trigger as intended (sailboat is later content to current version).

You can't. Like access to Jennifer's sailboat a lot has to happen beforehand. First on the list is being on the island more than 45 days. I'll again point you and everyone else, to the Companion Guide. It will answer 95% of the questions you might ask.
