why cant i start the initial setting? (i downloaded the steam version). Its only asking to install net 3.5 but if i install it, its just say cant be completed

that should be really easy since that looks like the base model and change the hair to be smaller
EDIT: I kid you not, its literally just the back hair being changed and given some clothes to look different and its 2 clicks
