Such a weird metric to judge by because it doesn't actually mean anything, if you like the vanilla stuff then you can just chill until next update, no one is forcing you to play an update as soon as it comes out.

IIRC just keep making sure they end up together and it'll happen naturally, pretty sure it works the same as all the other events in the game where you need a certain level of corruption on the chick and make sure they get enough points between eachother.

At 13:00 head to the beach and talk to Tilly but leave without sunbathing with the girls. At 20:00 go to the bar and insist on buying the shots instead of Liam then head to the club at 21:00 and dance with them. Repeat those events to build the Tilly/Liam relation points.

I've had max relationship/attraction with her for a good while now (14).
You can easily get her point up fast with you give her them scratch card gifts.

13:00 I go to the beach, leave without sunbathing, same resault. Nothing happens/changes.
19:00 for me Tilly is not at the beach club, I did that prior before.Already bought the drink insted of Liam.
Tilly is there for me now at 20:00 and then at 21:00 same loop going to the toilet for your BJ. Same here. Nothing changes.

Maybe I need to increase Liams points somehow, but you can't track his progress on the phone. Not even there.
The only thing I see that might be something I might have missed is that Tilly has 0 in corruption?

Edit: Hmm maybe giving her multiple tickets for attraction points somehow messed it up, like giving me "fake points"?

I would post that on their Discord's bug-report channel. I had to run a fresh start due to a Windows reinstall and followed the provided walkthrough file and didn't have any issue raising her and Liam's relationship points. It was my first experience with Tilly's line so I ran through the MC's events then proceeded to follow the NTR steps and didn't have any issues. I know you have to leave her alone with her friends on the beach at least 5 times before I saw their first beach sunscreen scene.

I was in the same loop. What I did was leaving in the beach, but not talking to the girls first. In the first pop-up, just leaves. It will increase Tilly relationship with Liam and then let him buy her drinks at 20:00.
When he's already groping her at the beach, start buying yourself the drinks at 20:00 (last option)
Thing will evolve from there, probably.
