Yes, assuming you're doing a completely clean install you should only get a prompt to combine folders, not overwrite anything.
Is there supposed to be a moth on Lake Yenti now or is there a new area? The changelog made it sound like there's an area after that but I didn't see one.
Edit: I found the abandoned factory and farm and stuff, but no new areas with creatures besides the dogs and mutators.
I dont know what Zetulut and Laquilut are either? Pretty much anything with the 0407 and beyond updates, I don't really know how to access I guess.

If you don't bother to download and extract the entire game you'll get to a point where you will get a black loading screen that just runs endlessly. Then you'd likely come here to ask about the "bug", only for someone like me to point out that you didn't properly install the game.
Edit: and possibly the one you just posted asking about, which is a new one for me to see, still likely from not installing the game correctly.
To put more info about this, the developer did a manual file separation for the parts of the game, rather than linked files. This means that it's like getting a large lego set and only opening 1 bag, then being confused that the entire set isn't finished after that first bag.
after extracting the other parts, i've transfer all the files to "streaming asset" of HotMDif (Update Only Ver) because it seems to be the same as HotMPart 1. is this Correct?
Here's the installation guide I wrote back when there was only 2 parts but just repeat for all the parts until you're done with all of them.
