She's not actually wearing it in-game. Those screenshots probably come from the version without the R-18 patch.

Any time I click retry, it doesn't move forward, so I'm not entirely sure what is going on.

it's probably a missing or incorrectly named file. Explore the games file system and see which one it is. If it's missing, I recommend replacing the missing file with a picture of disappointed doge to show your disappointment with the problem.

When I saw the game's Steam page before its release: The game is quite interesting, it has potential, and DLC is just around the corner. When it comes out, I'll buy it to support the developers.
After purchasing the game and seeing that the censorship in the game is at least 200% compared to the normal version:

Thank you for the tip about Kagura games. I expected the R-18 content to be similar to that in Love Tavern or Yokai Art, where such content was available as free DLC on the game's website on Steam, which could be added and installed to unlock the content, but the Kagura games Steam websites probably do not have the relevant information on how to unlock R-18 content in their games.
