It was said, it will continue to be said, that the current trend of these new developers is that as soon as they run out of ideas or don't know how to move forward, they solve it by developing a new story apart or remaking the old renders with improvements. Summarizing: in this way you can buy time and at the same time you can keep getting money from your patreons. It's not the first time it happens. You can see how many of the games lately have ended the same way, it's crazy. An example from Oceanlab or TheTypist.
The question of everything is: "Why?" Because those guys have seen that their patreons continue paying even knowing in advance that are being milked, so these developers will continue to milk this way and won't stop until they see an significant drop in their income.
I don't disagree entirely with you, but I think it's important to note that some people on this forum and messaged the developer privately requested better looking visuals - And whilst I don't think they have hit the mark, it does provide a better foundation for season 2.
For new developers, it might just be, my own experience included, that they/we/I have found better ways to improve the game, improved PC following some initial success and want to try to put their best work out to increase the visibility and in this instance, publish to steam.
As a one man band and very well aware of the user and UI experience I have messily provided so far, I'm in a unique position that whilst I continue to work on progress, someone else is working on the remaster for me, but not everyone is that lucky.
