So why wasn't this game set on a rogue trader ship instead of a hive world? Stuff like orks and dark eldars would have actually made sense

It's after finding the daughter in the tank. It just says to go get help, but I can't talk to the Inquisitor.

Don't remember that exact point, but maybe try the orc bartender for bandit leader help, and the planetary governor.
