Wouldn't know never played her route cause #FuckTori. tho I did find Cara got alot better in Ch 13. So as far as them being an interesting character overall id say they are about the same to me. With Cara showing improvement so she would get the win for me.
I get the dislike for tori if you're on the layla, elena or Val paths. Not sure there's a reason if not since she doesn't really do anything offensive. Her being less reserved actually stands out amongst a cast of characters who all seem to be sexually reserved.

Now under normal circumstances id let that slide but there is some forced interactions with her no matter what path you are on that just shows her in a bad light to me, when she is already starting out pretty bad. Usually I don't trust when other characters say stay away from X I want to form my own opinion but Layla and Elena were right.
Personally, my dislike of her is that she's clearly a shit starter, causing fights over nothing. You see that with her and Daryl. Also, she's just got that gold digger(maybe this is the wrong term) mentality. Gotta fuck the top dogs. Which is just a huge turn off. She's just got that bitchy, unlikeable personality.
