None of my testing saves do that and there is no reason as to why it should be doing that as I haven't touched that part of the code. I also haven't been able to get it to happen to me on a new game. I can get it to happen on your save. My best guess is save corruption. Does it happen on a new game?

I made that link private because it 's got raw, unprocessed character pics meant for RedGreen3, but people started downloading it more actively than the actual finished image packs. Apparently, like you, they didn't understand where the proper packs are. That's why I locked it. If anyone is curious to see what the raw AI slop looks like, let me know—I can open it again. Here are a few samples showing the typical content from that link.
