After playing for about 5 minutes, this translation is either a borderline MTL or translated by a non-English speaker.

Also, having an exe to install the game is a little sketchy ...

Yeah, just started it, and it looks like edited MTL. Edited MTL by a non-English speaker sounds about right.
Some of the text also goes outside of the text boxes, so that's a clue to it too.

Edit: Yeah no, it's just straight up MTL, I doubt it was edited.

The exe is how RPGM VXAce "deploys" games it should be harmless. Any project created or edited and then redeployed through RPGM VX Ace creates that file. It is just a like a zip file, but Kadokawa's proprietary version or some shit. Long story short, should be safe.
