Not really. Some of his games kind of have a continuity, but you can play them in any order.

Really it mainly goes in release date so: BA1 > BA2 > KP1 > BA3 > KP2 > KP3

Cell jr locations:

2 in year 767 (outside surrounded by the sandfish left between the time machine and DBZ crew and one inside the lab in the left room).
1 in each year 774 (A is just past the Goten section at the bush on the left above Videl, B is top left of the city and C is below Piccolo).
