It don't work with VPN. The only way i know is to buy a steam key and activate it. But where do you get a key from? Sad.

No you cant. You could use VPNs in the past to get another countries steam store, but people used that to get games cheaper by buying them in another countries store. So Steam nowadays determines what store you have by where your payment comes from, not where you log in from.
You can still manually change where your payment comes from to get another store, like in case you move. But Steam has been very clear about it, that if you do this soley do get games cheaper or circumvent region locks they will ban you. If they find out that is.
