What is the lvl limit for the dragon u hatch causes he's lvl 30 and arill has experience to go to get stronger

No clue off the top of my head. Just keep leveling them up until they hit the limit. I'd have to check my game files to be sure.
Honestly? If you have enough memories gaining EXP should be easy as long as you keep EXP Boost on.
Press Q to open up the quick menu and toggle EXP boost. As long as you beat fights within 3 turns all your units will gain increased EXP based on how many EXP boosters you've gathered from Seeding.
