"I was missing a d3dx9_43.dll. So I installed a 64-bit d3dx9_43.dll to syswow64 but the game still won’t run. So I did some research and found out that 0xc000007b is caused by running a 32-bit program into a 64-bit environment. So what I did is, I removed the 64-bit d3dx9_43.dll and replaced it with a 32-bit ver. and tada fixed. "

Apparently what also works is putting the 32-bit d3dx9_43.dll in the folder where the game's EXE is, in case you'd rather keep the 64-bit version in your Sys32 folder intact.
I just tried this myself and the game finally ran after trying literally everything else I could think of.
