Yes, you generally can activate events with help of the console, but:

1. you need deeper knowledge of renpy variables / the console mechanics
2. you need know how to exactly address the specific event of yours

With those two points I wouldn't advise the use of the console in this case.

not tested with modern game a. o. mod versions:
city_hall.visible = True

and for the police:
police_station.visible = True

(as you can see, those cheats don't mess with the events and are [hopefully] helpful)

Before you edit something, check if the console is already working (to quote: # How to console - If its activated its SHIFT+O (ESC to close). )

If it isn't working, then you should use an text editor of your choice (to quote: # To activate console - edit the following file )
