The justification was that Touka is meant to marry for business and be stuck in a loveless marriage just as Tsubasa. And Tsubasa is terribly sexually frustrated because of it.I don't remember what the justification was for this but for a mother to want her daughters to fuck their middle-aged teacher who's in a relationship with a high-schooler she cares for comes across as being pure porn logic and nonsensical
So she wanted her heir to have the opportunity to fall in love and have a sexually fulfilling life before having to abandon it all. That requires, however, that the person her daughter chooses is unable to be with her (as to not interfere when she has to marry), and, preferably, be someone that Tsubasa can easily blackmail.
Akira does not want to marry, can't, for legal reasons, be an actual boyfriend to Touka, will be able to sexually satisfy her daughter/teach her things, and Tsubasa has a full deck on the blackmail she can use on him.
It does make sense (logically), it's just very very porny, or rather "we're stuck in this simulation that centers around Akira" logic.
Edit: more may be at play here, and even more if you subscribe to aramaug's theory of Narrator Tsubasa. But, regardless, if you rewatch her event when she learns about Akira's wizard tendencies, you may notice that her initial reaction was to call the police (that was no joke). But then she changes her mind and it is hinted that her change of mind is supernaturally influenced (even she's confused as to why she changed it).
