Yeah, ostensibly she was a nerdy plain girl in highschool who Masahiro didn't look twice at until University when she'd gotten hotter. This is also reinforced/alluded to at least a couple of times by Haruka and Sara including in the Chistmalloween update where Haruka comments about Sara having gotten more action highschool than her and Maki combined. It's also emphasised multiple times throughout the game by both Maki and Makoto that Masahiro was the one who really pushed their dynamic and would leave home for days at a time on sex benders whilst Maki stayed home so yeah, pretty much all of Maki's degeneracy revolves around Masahiro. Kinkiest thing she's done in the present day story aside from a couple threesomes with the one guy she's seeing is take it up the shitter.

As far as Student Punishment Games (or whatever it's called) goes it's an interesting theory but on its own just the existence of a girl who looked like Maki isn't really anything to go off of. As for the DVD being in her stock...she also points out that series is one of the best selling series in Japan. Option one is the clear right answer, so why is there even an option 2? We, as readers understand already -- but Maki doesn't. Maki knows what she should do, but doesn't understand why she isn't doing it, or why everyone else seems to be glossing over it the way they are.

Maki's waking up, and is trying to figure out why everyone else is asleep.
