Try either going back to the "heaven" area, or the cult church area, its one of those to trigger love block removal

Kinda weird, I havent encountered it myself. Can you try looking up on this forum? Also, for the workaround. Maybe you can try running as admin or redownload in case of file corruptions happen?
You had me waiting until September, so I'm going to hold you to your word... hahaha. Also, does the DLC go into a separate folder, or does it get combined with the main game into a single game?

Well, apparently an official English TL is on the way, according to developer.
It's not a surprise since the game is quite popular, especially after DLC.
I won't update my translation for this reason.

Is it available on DLsite yes, it's been there since August. Is it available translated here no, because they was waiting to start translating to make sure the bug fixes were done. And now there's an official translation on the way that's coming to steam, so the plans to update the translation were canceled for now. You can play the base game with now DLC or wait for the official one.
I suppose if the official translation turns out to be some horrible soup of MTL poetry they might revisit their decision and translate the DLC, but for now you just have to wait.
