Well I wasn't going to mention it, but yes that is a thing. It is however a heavily localized phenomenon that most Japanese people will not directly interact with. It also largely reinforces and perpetuates the stereotype. The stereotype itself seems to have come from popular American media. The stereotype also bled into Japanese porn from American porn featuring big black dudes. Muhammad Ali was popular and came to Japan to fight Antonio Inoki and was known to be big and ruthless. At this point it's been a trope that has been used frequently and long enough that it lives on even when what caused it isn't relevant anymore. It is true that there are more black people in Japan now and plenty are normal. Tan girls being sluts is because it is part of a counter culture against Japanese ideals for women. Straight black hair and pale skin as well being reserved and disciplined. So dyeing your hair blond and giving yourself dark skin signals that you refute those standards. Generally it also includes indulging in vices such as alcohol, gambling and of course sex. Dark skin = slut is less racism and more about being unjapanese and unreserved. Tan can also mean the character likes to be outside or live in rural areas as well, but those tend to have other features and is a separate trope altogether.
Villains also sometimes have dark skin just because black=shadow=evil. That's not really out of malice and moreso and unfortunate shorthand to make villains more identifiable.
