Having the same issue. If memory serves me right Big Ray is supposed to drive by or halt in front of Lida's house or something like that. I think he tells her to see Marcus? Anyways in this version of the game he just doesn't show up. Probably a bug.
Somebody please send their save just after olga and big ray scene at the beginning of 0.3 version(after 1st beach scene).

This would be a nuisance, but understandable, as a bug if this was the latest release version and just a bug that slipped in. How in the heck has this game had 3 full releases since the stage in question without getting a fix into the core gameplay? The fix has got to be absolutely trivial (even if the actual bug can't be figured out, all he's got to do is disable the requirement for that talk to Ray to happen and add in a new trigger).
@FreakyFarm86 walkthrough Ep 2 v0.3 section should be modified to let people know that the game is broken (or may be broken, maybe it works some of the time) and that loading save 20 may be required to progress the game.

Just use the "Lita 2.7 lite mod.rar" that I attached. Extract it in the "www" folder and replace the existing files in the folders "data" and "js" .
Changes from the original:
-fixed the menu (it loads much faster and lida's image is displayed and is not hidden anymore).
-modified the save menu. Now you have 100 slots instead of 50.
-removed the dash restriction/deactivation from all the buildings maps.
I've tried to upload the two pictures (png files), try to save normally on your pc and move them on that repository i think it can work. Although make sure of renaming the two pictures 1478 and 1482

Yeah,now the problem is fixed,tnx! Unfortunately after that the game end it - so long time,for so short update,now we will gone a wait another 2-3 months for next update,which will be may be again so short,but if you pay for the game then the update it will be not so short (I already read from some comment,what are the new things for every different package which you pay)! This is so unfair!

Yes, there are a lot of people who are stuck on that event.
For people unable to see the olga and big ray scene, it's save 20. It'll start from the whole beach scene.
Also, I got another issue. I went to buy razor, and Lida mentions of meeting Daisy in police station with laptop, but I have already acquired laptop just after hunter scene. Does anybody know the solution to this?
