If it's not from extraction (depending on what it is) it's often from the files address, try moving the game. Occasionality the game won't start because of a corrupted settings file.

For some reason the android version 4.0.6 give me this message when start the game

No only that tfpatchguy didn't have a lot of free time, and editing the UI images took a lot of it. That 4Chan post from them has gone now a replacement threads been made.

There is no (although there almost was) official English version. 4.0.6 has a early fan translation, as it say under the download links in opening posts.

I see the newest version is not properly translated. I want to download 3.0.22 version of the game but, it has 2 versions. One with mods, the other is vanilla. I want to know what mods is included, so I can decide.

There's only one 3.0.22 in the opening post, with everything installed. What's in its mod pack is listed here and it has the custom clothing pack install too adding a load of fan made clothes.
