go to \LifePlay\Content\Modules\sb_BetterPregnancy\Scenes\meet_random\meet_random_person.lpscene
edit WHEN: 0-24 to exclude sleep time for instance WHEN: 6-23 and you will no longer meet people in the middle of the night.
You can also the Random(0,???) inside of OTHER to lessen the chance of new people appearing.
I also edit the pregnancy check to less than 30% since that seems a little high to me.

But unfortunately that doesn't solve the whole problem.
That only excludes 7 hours. You'd be better of changing the WHERE to have stricter parameters that exclude home.
Why not turn this into a VN game?
This is not an easy game to play.
A VN game is plain and simple.
Just one path choice at a time.
If you don't like that path, take the other.
A sandbox game is irritating and repetitive.
You are lost for days or months until you do it right.
And then there's those annoying bugs and crashes,
I say VN all the way. Down with sanbox games....peace

That excludes 7 hours in my example. 6 instead of 0 and 23 instead of 24
There are plenty of ways to edit meet_random_person.lpscene to meet your preferences and desires.

Yeah but that's kind of what this game is about.. A pervy simulation of life in a town/city of your choosing..
It's supposed to be open-ended (almost directionless at times) because you are the one choosing how you want to play, what you want to do, and how long/short you want the story to go. I don't think a linear VN style of gameplay would suit this game in the least bit (at least not to my opinion).
Not saying that your opinion isn't valid (more so you seem to have a difference of gameplay style/liking) and open-world games aren't good (they can be), but I will agree that the learning curve is a little high for someone who is just starting out. Thankfully though Vinfamy is getting better at the hand holding aspect to it by giving you hints/recommendations in the game on how to start out, the UI is getting cleaner each update, and from there (once you learn how to play it) you can do pretty much anything you want (which is awesome).
I wouldn't mind so much if the artwork wasn't also just as bad.
The story looks promising but the artwork needs work.
Looks like it was made by a cheap computer instead of a regular pen or pencil.....peace.

No it doesn't solve the problem since you can't meet anyone if you're at the club at 2 in the morning for example.
The game is highly moddable even for one of my limited skill. One of these days, I'll read through everything and do something besides editing other people's stuff. Changing the 30% is simply my preference, not a comment on your mod and hard work.
..there are tons of vn's already but rarely some decent sandbox games , if you don't like sandbox go play vn. simple.

Change Camera no longer seems to work during a sex scene. Does nothing but close the pop-up menu.

Change Log:
- Allow the player to pick from a selection of 25 base textures for female characters' faces (i.e. so that everyone no longer uses that same Bridget face texture with the mild freckles, and ends up looking too similar even with different morphs and hairstyles). New female NPCs generated by the game will also now have randomized base textures for their faces. This will result in much more diverse female NPCs and allow players and modders to fine-tune their characters further.
- 7 new male hairstyles, plus bald
- 12 new female hairstyles , especially longer styles
- 50 lighting, furniture and decor pieces to design bedrooms with. I've been amazed by the room designs the community has come up with and share so far so hopefully this will give you even more to play with.

This is an amazing game created by one of the best modders from loverslab it keeps getting better with every update but one thing that never actually changed throughout the years is the map interface, having to click your way through the cluster of superposed map buildings to take any action is a chore and totally brings down the whole experience, I think that whole system needs a rework even on the expense of realism the game tries to deliver, see I don't think the game needs the actual real life map of london or any real life city to be great and enjoyable.
EDIT : just to make my feedback more constructive because the game really deserves it, I think that rework should be starting from scratch and exporting the game mechanisms into making the game something like a 3rd person sandbox something like an indie GTA making use of unreal engine capabilities, that would launch the game light years further into broader audience. that's more ambitious and enjoyable than having to click through a blueprint map of london.
