Yes it is. That's what I did for mine.
But there is some coding necessary to tell the game how to differenciate your race from another (what are the requirements to make a human turn to your race : ex Mine needs a naga tail, cowl, scales etc..) and to code the effects of your race's drinks

Absolutely.
But also, it's the modern internet mindset. Complain about what others do, but don't actually do anything yourself *sad shrug*
In any case, I think that Inno's detractors are mostly just tired of her excuses. Had she be more constant, people wouldn't be so pissed off.

Note: lots of these detractors appeared on her blog like a pest, right after her game was highlighted on Fenoxo's site.
While Fen itself seems to be a cool cat, 90% of his site followers (and some of the devs) are a variety of sour douchebags. The game Cloud 9 (I think that's the name, it's in here) is developed by some of Fen's staff, and they're probably the cool 10%, the rest... ugh.
Personally, I kinda sympathize (word?) with Inno... I practically see the exact same excuses and arguments I did yeeears ago lol.
But, to be harsh, she really needs to pull up her game (literally speaking).
The worst and best thing somebody said to me, was from a comic book writer:
"man, you can draw like hell, but when it takes months to complete a couple pages, all your skill loses it's value".
I felt back then like I was punched in the guts -despite feeling a bit proud lol-, but at the same time it was a great advice that made me set on track.
I would give the same advice to Inno:
stop the excuses of "I'm not satisfyed" or "I'm not comfortable enough". Just say "I'm not in the mood/I'm sick/problems in RL and there will be no update this week", and be less perfectionist, the game is not in a stage that need flawless polished content.
Nobody would complain about Nyan's quest (regardless if I like it or not) having placeholders with small descriptions (like Rat's Warrens), but is pretty evident that everyone complains about spending two years in the same over/done/explored city.

I mean, I don't care about this too and I like your statement about the placeholders. But I am tired of some people constantly moaning about every little shit they don't like.
The argument against placeholder would be that sometimes temporary solutions can be the most permanent ones.

Most comments like that are just from small, insignificant people, trying to vent off their frustrations.
Keep the interesting comments, and constructive critics, ignore the rest.
