The dragon NPC in Elis poses an interesting problem.
- I cannot solve his problem to his satisfaction if I use violence.
- Solving his problem non-violently requires knowledge and therefore trust of the character.
- I cannot talk to him outside of three options that provide no benefit, because the other options require the character's trust.
Truly a puzzle worthy of the Sphinx. Next I suppose I will be asked to pull myself up by my bootstraps without wearing boots.
I may be remembering it wrong, but I think if you buy all of the junk he is selling (especially the dragon drinks) it will slowly increase his trust level with you and once you bought enough of his crap, he should trust you enough for you to talk to him and find out more about him and his situation. Unfortunately that usually takes 3 or 4 days, you know, the whole amount of time he is there until the start of the next month in-game.

Since the character is only there from the 1st to the 4th of each month, I remember using the Debug feature to roll back the date and keep replaying the same 4 days over, because I wasn't going to spend 2 to 3 in-game months trying to complete that retarded quest.

It really is a garbage quest and after toying around with it when it first came out, I don't even bother trying to do anything with it.

I can be serious and, in this case, I am.

It is always possible that the quest has been changed, but I don't recall seeing anything in any of the patch notes about it being changed in any shape, fashion, or form.
When it first came out it really was a steaming pile of shit of a quest.

The character would only show up from the 1st to the 4th of each month. You had to buy the dragon fruit drinks every day.
There was a limited supply of the drinks and you could only ask him a limited number of questions each day, all of which was to do nothing but drag out the process of gaining access to the 'vaunted dragon TF'.

Also, the actual quests could drag out long enough that you literally did not have the time to complete them all in the 4 day time frame and would have to wait yet another in-game month to complete the final quest.

If you are serious about going through the quest, I really recommend that you use the debug option to roll back the game date to the 30/31 of the month and then spend a day sleeping for the month to roll back over to the first of the month and pick up where you left off on the quests.

Seems like it has been changed since then. His selection is now fresh fruit, and his opinion of me does not change with purchases.
The quest entry only mentions that I can confront the mob, so that is no help either.

So what you are saying is the quest is now broken and you can just purchase the transformation item.

I just did the quest in the latest version and it worked fine for me. I bought all his stock of fruit in one go and it unlocked the rest of his dialogue. No idea why it's not working for you.

Nope. Strawberries, blueberries, oranges, and apples. None of them can be enchanted, and the only thing they transform is fluid flavor.

It could potentially be because I am using Loliphile's build, but I feel like either he or someone else would have caught it before now. I finally resorted to the debug menu.

Just debugged myself back a few days to do what Bipto said, to see if maybe something jostled loose since I got to this point. I have now bought his stock out twice over and I am still at 12 reputation.

It might be related to the slave affection/obedience bug that was on a previous version of the mod.

Wasn't yours truly going to update the game like last month?. Any news about that or did they just pull off their usual shtick of stressed out (wish we could turn back time)

Pretty much status quo with Inno, I think that is what gets me more than anything else surrounding the game. Inno is about are regular as clockwork these days, they push out an update and then disappear for months, usually after saying they are 'getting back in to it' and then going dead silent.

Personally I am betting on something being thrown out in November-ish, then going dead silent until April-ish.
