I have the Steam version, and the DLC page says its still not yet out. However I also see in the Data folder that there is a DLC_data.wolf file in there. Does this mean the Steam version does contain the DLC despite what the store page says?

It's an empty placefolder file.
before the DLC was available version 1.4.3 had the DLC file, when unpacked it was just a empty folder.

So "sexual frustration" gets tossed around as a translation of a hidden variable the game uses (発情度, sexual excitement level) that builds as your Imouto is exposed to sexual things and relieved when she has a good time. The main thing it affects is the chance she will relieve herself by masturbating (with or without you).

Are you running the game with mtool or something? My understanding is that mtool creates its own EXE file using the non-Pro version of Wolf Editor, and the error you're getting is related to a Pro version function in the game. The fix would be to use a proper EXE file instead, though mtool also has the effect of making the game create incompatible saves that won't transfer to other versions (and can't be decrypted by WolfSave either), so that's fun.
Alternatively, if you don't mind that the game will be unable to do some of its graphical effects, you could make a 1x1 white square JPG image named SC1.jpg and dump it in the Data folder and it'll stop throwing the error.
